This routine discharges energy so that Torque can safely collect the
flag. Sometimes, the flag that has been detected by the long range scan
may be in the space immediately in front of him, in which case it would
be destroyed by discharging energy. So Torque scans the position in front
of him (scan relative 1)
and if there is a flag there, he moves backward before discharging energy.
Then, Torque returns to the flag-retrieval code.
