The purpose of these routines is to see whether Torque can frag
an enemy by launching a missile into an obstruction in front of the enemy.
When Torque decides that it is possible to frag an enemy, he jumps to
a 'gotcha' routine. Otherwise, he turns left or right at random, and then
moves out of the enemy's line of fire, and returns to his normal hunting
routines.
